What's changing?

Petition registrations will be eFile only

In-person or emailed paper filings for petition registrations will no longer be accepted. Petition registrations must be electronically filed. As the designated agent, you will need to log in to our eFiling system to register petitions for circulation. You will register by selecting petitions from an approved list. Your registration will be immediate upon successful submission.

Only petitions that have been approved by our office for circulation can be selected during registration.

What's new?

Circulators must be registered - new requirement

Any petition circulator the entity has hired or contracted with to circulate a petition in Colorado must be registered with our office. Compensating a circulator includes providing compensation to a circulator for circulating a petition in Colorado or entering into an agreement with a circulator to provide compensation for circulating a petition in Colorado.

Designated agents for a petition entity must log in and;

Part 1 - Register each circulator

Each circulator registration must include:

1. Name and address of the circulator
2. Signature - attach a copy of the circulator's signature
3. Training certificate - attach a copy of the training certificate showing that the circulator has completed the circulator training offered by the Secretary of State's office within the last year as evidence that the circulator has read and understood laws pertaining to petition circulation.

Attachments must be PDF, JPG, GIF, PNG, and TIF files only.
Combined size of all files must be 10MB or less.
Do not use special characters or punctuation in file names.

Registrations will be reviewed by our office. Do NOT pay circulators to collect signatures until approved by our office. This could take up to 10 business days.

Part 2 - Report each petition the circulator will collect signatures for in Colorado

After the circulator registration is approved you will need to log in to view the circulator and report the petitions they will be circulating. 

Why is this happening?

In 2024, changes to election rule 15 were adopted, defining the above requirements effective December 1, 2025.
