1. What is a termination?

A termination refers to the formal withdrawal or discontinuation of a proposed rulemaking before it is finalized and adopted.

This can happen for several reasons, such as:

  • The agency decides not to proceed after receiving public feedback.
  • The proposed rule is no longer necessary due to changes in law or policy.
  • The agency needs to revise the proposal significantly and may reintroduce it later.
  • The agency missed their filing deadline and needs to restart the rulemaking process.

Termination halts the rulemaking process for that specific proposal, meaning it will not move forward to adoption or implementation unless reinitiated.

2. How do I file a termination?

You can complete this process through our e-filing system by logging into your agency account.

3. How can I withdraw my request for an Attorney General opinion?

Please email our office at rules@coloradosos.gov with an explanation of why the request needs to be removed, and we’ll submit a ticket to our IT department.
